Taxable real and personal property is subject
to a property tax rate of 1% of assessed
value. Additional tax rates are permitted only
to pay for debts approved by 2/3rds vote of
the people. Assessed value is based on the
1975 value of the property with subsequent
increases limited to 2% or CPI, which ever is
less. When property ownership transfers, or
when property is newly constructed, it is
reappraised at its current full market value.

There is a
unique labor market within the immediate Paradise Area. Thirty percent of
population over age 55 on fixed retirement income, excess time on hands,
wanting to supplement income.
At the other end of the spectrum, Paradise High School graduates - in
excess of 400 students each year. Many hoping to stay in the area.
The same is applicable for local area students completing studies at Butte
Community College, 8 miles south of Paradise and California State
University at Chico 15 miles SW of Paradise.
